Leaving bins out will be an offence in South Gippsland

CHANGES to camping, recreational vehicles, unsightly and dangerous properties or dilapidated buildings, waste removal, open air burning and smoke - free areas are proposed in the South Gippsland Shire Council draft plan for Local Laws. 

Final submissions from the community regarding changes made to these laws will be open from Wednesday October 19 until Thursday November 2.

The definition of camping will be expanded, while people will be allowed to camp on private property for up to three months, without the need to obtain a permit, subject to conditions. 

The definition of recreational vehicles will also be expanded and use of these will be allowed for private use on property with no less than two hectares.

Unsightly and Dangerous Properties/Dilapidated Buildings will extend now to include machinery and vehicle parts, incomplete buildings, dangerous structures, excessive vegetation and shipping containers. A new clause will also require a person to secure a site.

Clarity on the types of material that can and cannot be burnt on private land has been made, including additional safety and amenity obligations for people burning off. 

An amended clause will now make it an offence to leave residential bins in areas that obstruct pedestrian traffic flow, or for extended periods beyond waste collection days. 

Council will have the ability to declare by resolution, smoke-free areas and events and will extend to include smoke tobacco or e-cigarettes.
